In the first issue of the 2008 RVator, Van wrote about possible changes in the FAA form 8000-38. This form is used to determine whether a kit or an airplane project meets the FAA’s "51%" rule and is eligible for an airworthiness certificate in the Experimental Amateur-Built Category.
Many aircraft builders have never seen nor filled out this form, so they may not be familiar with it.
Here are the forms as they were filled out during the FAA’s evaluation of the RV-7/7A Standard and RV-7/7A QuickBuild kits. This evaluation occurred in 2001.
